New life for old barracks
There’s nothing French about the French Quarter except the name of the streets. The French soldiers who occupied the former French military barracks are long gone. The French Quarter is purely German, or as purely German as anything gets in Germany.
The French Quarter is no longer recognizable as a military installation. Most of the parade grounds and open spaces are now occupied by interesting and varied privately owned housing. The "Panzerhalle", once a shelter for armored tanks, is now a covered playground. The overall effect and impression is that of a relaxed, friendly and lively neighborhood. The original military barracks are still there, but they have been remodeled as civilian housing, and in some cases, student housing.
